. abc7 news reporter kera clapper is live in napa where they are watching that river rise inch by inch. >> yes. inch by inch, carolyn, especially as the rain continues to fall. i've come to the realization this is my lot in life, to be put in situations where the rain is blowing horizontally at me all morning long. the wind is whipping through napa. we have a look at the river this morning whereas carolyn mentioned, flooding is a concern. it was expected that the river would surpass it's flood level about noon today. now that's changed. estimates go anywhere from 1:00 p.m. to between 5:00 p.m. and 6:00 p.m. estimates are the water could rise and reach 25 to 27 feet. elsewhere here in napa you can see downtown. it is just soaked. the whole city is soaking wet. wind again a big factor this morning. not a lot of cars on the road. i popped into the one business open. that's starbucks on the corner. they say they are a lot emptier than they usually are this time of morning. normally people are out but people are staying inside and that's probably a good thing as the wind and rain creates ve
outages. 44 u.s. el sabroe and richmond has 11 outages affecting 1500 customers. the napa river is in danger of over flowing its banks. there is a flood warning posted right now. the river expected to reach flood stage this afternoon. abc7 news reporter cara clapper has been in napa throwout the morning. throughout the morning. cara, you have the latest. >> good morning, carolyn, i do. the flood warning remains in affect for the napa river in nap ma and saint huh h -- saint helena. it is surging, swelling. it was not this high a few hours ago. you can see the storm debris flowing through the river, and this rain is continuing. relentless day luge hitting us in downtown napa this, month. because the soil is already so saturated the rain is expected to pus the -- to push the napa river to the flood stage. the flood level is 25.1 feet in napa, but they are projecting the water could go as high as 27 feet between 1:00 this afternoon and 6:00 this evening. as we all know, downtown napa saw the river overwhelm and over flow in 2005. thousands of acres flooded. residents were evacuated
kera clapper is live in napa where a flood warning is in effect. nick smith is live at the pier in pacifica. we will begin with our meteorologist lisa argen. >> hi, everyone. the rain is in the north bay. it has been gusting and wind gusts up to 50 miles an hour at the airport. as we look at live doppler 7hd right now we see the heavy returns up through highway 101, cloverdale and ross. all this will continue to sink southward. here we are in the southern marin county, richmond, lighter rain to the east and berkeley. not quite reaching the east bay in concord. taking you into alamo. also lafayette and light shower activity. if you are not feeling the rain, you are feeling the wind. a little bit better returns here up from south san francisco, daly city, san bruno. pretty quiet in the south bay except for morgan hill and gilroy some shower activity. winds gusting to 49 miles an hour at sfo. a wind warning in effect. and oakland, 36 miles an hour. you can see all across the bay area, santa rosa from 41 miles an hour to san jose. we have the wind, we have the rain, we have a flash
concord and into the north bay as well from napa to novato. visibility is improving around san jose. otherwise expect the temperatures to be cool in the mid 30s to the upper 40s around the bay as you head on out this morning. some areas of dense fog and otherwise we warm up to the low to mid-60s today. plenty of sunshine. temperatures will cool quickly with some patchy dense fog throughout the evening hours. we have a string of dry and mild afternoons ahead but also rain returns mid-week. >> katie: new this morning, an explosion in pleasant hill leads police to three teenagers who they say had a second dangerous device with them. here is video of what happened. >> reporter: authorities say that someone could have died had they come in contact with the second pipe bomb you mentioned. here is video of what happened when the bomb squad encountered the pipe bomb. you just heard authorities detonate the pipe bomb before it did widespread damage. police received calls of an explosion. they arrived to find a mailbox had been destroyed. neighbors saw a red suv leave the neighborhood and off

warmer this morning except for napa and concord where you still are dropping into the 30s. even at 38 santa rosa is a couple degrees warmer. san francisco 47. good morning redwood city, 48. 49 in mountain view and a mild, relatively speaking, 50 in san jose. that's five degrees above where you were yesterday but it's really fremont and livermore that are experiencing the much warmer conditions. not much change-up in san rafael, and subtle changes along the coast in san francisco. boy, a pretty mild to start out. just in the last hour numbers coming up along the shoreline. we will look for a little bit of fog here and there, but overall with the cloudy skies this morning that's keeping us a little warmer. then by the afternoon the winds will take over and that's going to usher in a slightly milder air mass. high pressure over the bay area continues to bring that sub continuance and that warming today and tomorrow. but by tuesday it will be coming to a screeching halt as we look for another wind shift. the temperatures will drop and then we will look for showers to head our way late tue
of moisture. right now it's cool. 36 in napa. we have 39 in concord. take a look at livermore. and mid-40s along the coast. some areas pretty chilly out there. as you look at the 24 hour temperature change, places like fremont and livermore significantly milder this morning. a degree of cooling in napa, but that's the anomaly. otherwise we are look at temperatures mainly a little warmer as you step on out. and this afternoon we are going to look for warmer conditions. this will last right on through tomorrow. not much in the way of fog. yesterday we had the east win that keeps us cool with the wind transported from the delta but today the wind is backing off that will allow for the warm yu. than backs off and by tuesday more of an on shore push. we are talking about cool days and some showers headed our way by midweek. here's the area of high pressure. you see the rotation of the clouds over this big ridge. you have a trough along suggest everyone california. and that makes up a pretty mild afternoon from north to south. in fact there's a fire danger in southern california around san diego
. and this definitely is resulting in the north bay where we have 34 this morning santa rosa, 37 napa and 38 livermore and the warmer numbers here from oakland to san francisco. and there is fog around half moon bay. but most of the fog has been confined in the north bay, from novato to santa rosa, concord, and now it's creeping through fairfield. quarter mile visibility. be careful out there. it will be with us through about 8:00. here's this morning the northeast winds are transporting the fog through the delta. the east bay, half moon bay, san francisco, but it does dissipate by about 8:00, 9:00 so it should be pretty nice afternoon with plenty of sunshine. still the northeast winds with us. that will lead to mild temperatures. a little cooler in our east bay where the winds are blowing. otherwise we will look for more sunshine today, tomorrow, into the early part of the week and the next weatherer comes from the north. doesn't look like a big system but we are watching high pressure as it builds into the eastern pacific. as it does, the next couple of days we are going to gain a couple of degrees
some 30s this morning. chilly in napa. cloudy and a warmer day today and tomorrow. cooler weather heads our way on tuesday and with that we will look for a storm system to arrive on wednesday. it's a fast mover. anywhere from a quarter of an inch to three quarters of an inch of rain is anticipated for wednesday into thursday in the north bay. high temperatures today in the 60s. that's a little bit above normal. we should be in the upper 50s, to about 60. so a modest warmup today and tomorrow. and that's due to a slight offshore flow compliments of a ridge of high pressure that is building in to the eastern pacific, and as it does we are looking at that flow bringing some gusty winds down from the higher elevations. and also with the setup like this we are looking for a high fire danger in san diego. so really much of california will be dominated by this area of high pressure which deflects the storm systems to the north and brings that sustenance and dryer, warmer air our way. fast forwarding into tuesday night, 9:00, we have rain in sonoma county, and by wednesday, before the morning c
